Your driving licence: Make sure it’s up to date or risk a £1000 fine

 When did you last look at your driving licence? And if you have looked at it recently, did you know  that you have to update it every 10 years or risk a hefty fine?

When does yours need renewing?

That’s right: drivers need to renew their driving licences. This is a legal obligation, brought in when the photocard replaced the old paper licence in 1998. Since then, drivers must renew their photocard licence every 10 years or face a fine. According to the DVLA, there are 2.2m licences out there that haven’t been renewed. Look for the photo expiry date (point 4b) on the picture side of the licence. You might think your 10-year old self looks better. Vanity, however, can be an expensive trait.

DVLA Licence change

IMPORTANT NOTICE – Due to recent DVLA UK licence changes your counterpart of your driving licence is now an invalid docment. If you still have the old type paper licence then that is still a legal document. We need to do a online licence check now with DVLA if you have a card type licence. To allow us to do this please bring with you your N.I. (National Insurance) number with you on day of hire as well as your other documents (Two recent post, bills etc and your driving licence).

Driver Information
Rental Age The minimum rental age of drivers is 21 years - maximum 70 years

*Supplement charged for under 25's.
All renters must have held a full driving licence for 2 years.

UK residents must provide a Full UK licence (No copies). An international licence is not acceptable. It is a legal requirement for any non-UK citizen to obtain a UK licence if they
are driving in the UK for a period exceeding 2 Years.

OTHER DOCUMENTS - On the day of hire please bring two recent post bills or recent letters with your name and address on (within 3 months date) and we need to know your National Insurance number to check your licence endorsements with DVLA.

Please note any additional drivers must produce their driving licence and N.I. number before driving hired vehicles. An extra charge of £10 is compulsory for each additional driver.

Refunds : No credit will be given for the unused portion of the Rental Period.

Any additional drivers are arranged for and paid for locally and are not included in the basic rental price.
All additional drivers must show driving licences and National Insurance numbers.

Basis of your contract

Since your Vehicle is to be provided by Bispham Van Hire as a condition of the Vehicle being released to you, you will be required by Bispham Van Hire to sign
the Rental Agreement.

The Rental Agreement will be subject to UK law and you should review it before signature to ensure that you are aware of and understand the terms upon which
the Vehicle is being provided. Key terms of the Rental Agreement are set out below.

Fuel : The vehicle is supplied with a full tank of fuel. You are advised to return the vehicle with a full tank or a refuelling charge will apply.
The type of fuel is mentioned in the Vehicles documents and in the Vehicles handbook, on the contract, and on the tank. We consider that you are
responsible in case of any fuel mistakes.

This is paid locally by you.

Fines and Penalties : You are responsible for the cost of any parking fines or other penalties incurred whilst the Vehicle is on rent to you.
Bispham Van Hire will pass the relevant charge on to you plus any administrative expenses.

Out of Hours Charge : An out of hours service is not available at this location.
Late Returns : If the Vehicle is returned later than the time specified in the voucher, Bispham Van Hire will apply a charge.

Your vehicle will only be held available for up to 90 mins after the agreed collection time, after that time a charge may apply. You must contact us if you will arrive
after the agreed time.

Please allow the staff at Bispham Van Hire sufficient time to allocate your Vehicle to you. Minimum of 30 minutes is recommended.

Scale of charges for penalty points. Please ask for details.

In order for you to rent a vehicle, you will need to have held a full UK driving licence for at least two years and with the driver's current address. This may be different for certain vehicle groups, please check the vehicle information to confirm this requirement or call your local hire depot. When you collect your vehicle, you must present a full driving licence for all named drivers and NI numbers. It is your responsibility to ensure that an appropriate driving licence is provided. This will be copied and the details retained by us in accordance with our privacy policy. No refunds will be given for rentals rejected due to non-production of an appropriate driving licence.

We do not accept any driving license that shows a ban of more than 56 days. This is due to the driving licence being invalid as the driver must reapply for a licence following a ban of over 56 days.

If a driver has a driving ban of over 56 days on their licence and advises they have reapplied for their licence, they will be subjected to a further enquiry at the hire desk which will involve the Hiredesk calling the DVLA to check that the driver is fully licensed. This will be charged to the customer at £10+vat.

You must also provide two valid forms of identification bearing your current home address which need to be a mixture of either a bank statement, credit card statement or utility bill. The driving licences should have the drivers current address. The documentation must be no older than 3 months old prior to the start of the hire. The documentation is required for every driver who will be using the vehicle during the hire period and must be presented when collecting the vehicle. These must be original postal documents, as photocopies will not be accepted. This documentation must be provided for every driver. Printed utility bills will also be accepted provided all the customer's information (name and address) is shown.

We reserve the right to refuse rental of vehicles if you have received an endorsement for dangerous driving, driving whilst drunk or on drugs, theft or unauthorised taking of vehicles or if you have been disqualified for 12 months or more, also if you have more than 6 current points on your licence, (minor offences only). If any of the following endorsements appear on your driving license then we will be unable to rent you a vehicle: AC, BA, CD, DD, DR, IN, UT and TT (within 10 years of offence). Also two or more periods of disqualification. Endorsements on licences will be taken from the date of conviction, not from the date of the offence. Please note that a disqualification over 5 years old is acceptable even if it is still showing on your licence. If you have placed an order with us when you have such endorsements, we will not be required to refund any payments made by you.


Rental Period The minimum rental period is 1 day and the maximum is 28 days per invoice.
Seat Belts Must be worn at all times.

All vehicled must be back by 23:59 on day of return.

State/Border Restrictions EEC Travel allowed (at company discretion). Additional charges apply.

One-Way Rentals Are not allowed.

We are a Non Smoking Fleet.
Smoking in ANY vehicle will incur a cleaning charge of £25.00

INCLUDED IN YOUR BOOKING COST IS A £5 fee for preparing the Vehicle.

Mileage Allowance The Vehicle is provided with 300 free miles per day after which a small charge of 15pence per mile thereafter will be liable.

Liability Insurance Loss/ Damage Waiver 1 Rental charge includes fully-comprehensive insurance.
The excess is £1000.00, CDW available @ £10.00 -£15.00 per day (dependent on catagory of Vehicle) Note - CDW does not cover windscreen or tyre damage.

Roadside Assistance 24 hour roadside assistance is provided. The emergency telephone number is displayed on the reverse of the tax disc or
within the dashboard cabinet, in the provided literature pack.

Congestion & ULEZone Charges

Daily charges will with varying charges and fines shown on website.
Your booking includes all local taxes and premium location fee
Congestion Charge applicable in Central London and Manchester.
The charge is payable daily Monday to Friday for each day that a vehicle moves within the zone. No charge is payable for vehicles if they are parked for
a full day(s) within the zone. The daily charge is GBP 8.00 and is payable either by phone, on the Internet or at many retail outlets displaying the sign.
There is a fixed penalty system, which will issue fines of GBP 100 per day for non-payment.

You will be responsible for paying the daily charge for all days* DIRECT.

What is LEZ?

The Low Emissions Zone (LEZ) was introduced in 2008 in a bid to combat pollution in the capital, with stringent emissions standards set for all vehicles travelling within the LEZ.
Recent changes to LEZ

In January 2012, tighter regulations on emissions standards were introduced. Vehicles already affected by the existing regulations must meet these tighter standards. These changes also mean a greater number of vehicles are now affected.
Who will it affect?

The new standards will for the first time affect vans, lorries, buses, coaches and other specialist heavy diesel vehicles, registered before 1 October 2006.

Also having to comply are larger vans, minibuses & specialist diesel vehicles registered as new before 1 January 2002, whether used for private or commercial purposes.

Where and when?

The LEZ emissions standards affect all roads within the Greater London area, including those at Heathrow and parts of the M1 and M4. The M25 is not included (even where it passes within the Greater London Authority boundary).

The LEZ operates 24 hours a day, 365 days a year, including Bank Holidays.

Daily charges can be up to £200 for larger vehicles such as lorries, buses and coaches and fines for non-compliance can be as high as £1000.

Even for those travelling into London on the odd occasion, it can still result in prohibitive operating costs. For example: A van travelling into the capital once a week and paying the £200 charge on each trip would result in an annual pay-out of £10,400.

Cameras within the LEZ are able to read vehicle number plates, checking them against a database compiled using data from the DVLA and VOSA. Therefore avoiding charges is clearly not an option.

Lost Keys

Should the Vehicle’s keys not be handed back to an Bispham Van Hire employee at the return depot then a charge will be incurred.
This is paid locally by you.


Rental charge includes fully-comprehensive insurance.
The excess is £1000.00
CDW is available @ £10.00 per day for vehicle sizes up to and including the Luton Box Vans
We cannot insure any vehicle attending Pop Festivals or outdoor Rock / Pop Gigs. So please do not ask

Theft protection

In the case of theft or fire, you must contact the police and report the incident within 24 hours, and submit a copy of the police report, the rental agreement and the Vehicles keys to the rental location. Responsibility is non-waiverable in case of theft or damages due to a theft attempt (excess apply).
Theft protection does not apply beyond the rental date agreed with the pickup location.

Collision Damage Waiver : You can reduce the Collision Damage Waiver to the value of your deposit held (scale of charges apply).
Condition of Vehicle :  The Vehicle must be returned, normal wear & tear expected, in the same condition as when rented.
A cleaning fee may be charged if the Vehicle is returned in an unacceptable condition or if it requires a special washing.

Important : Bispham Van Hire have the right to refuse the right to rent our vehicles at any time.

 The Credit / Debit / Charge Card:

This must be the card used to make your booking.
This must be the original valid credit card in your name (not a copy).
The cardholder must be present and is required to present a valid photographic identification as detailed above.
It must be a valid credit card with sufficient funds available to cover any required deposit.

You must know your own PIN number. You cannot use your spouses or partners card. We have the legal right to retain your card in such cases.


1. Inform the Police immediately and obtain an Incident or Crime Number.
2. Notify Bispham Van Hire’s Customer Services within 24 hours.
3. Obtain names, addresses, contact telephone numbers of all third parties and witnesses and Vehicle registration numbers of all third parties and supply
them to us.
4. Immediately send Bispham Van Hire any letter from any third party, any claim form, any written summons or any other documents relating to any Court
5. Provide all reasonable assistance to Bispham Van Hire or its agents and insurers in dealing with the Court proceedings including allowing Court actions
to be taken in your name and defending any proceedings taken against you.
6. At the time of the incident, which has involved the Vehicle and a third party in an accident, make no admission of liability to any persons.

You agree to make good (and if necessary pay Bispham Van Hire) for any, and all damage or loss sustained to the Vehicle and to any third party during the
Rental Period in the event that you:

It is imperative that you ensure that an Incident Report Form is completed and submitted to the rental company.

GOODS- Liability

 We (Bispham Van Hire Ltd) do not hold any responsibilty for any personal items or goods carried that are damaged whilst in transit of any of our vehicles, wether it be due to adverse weather or loading insecurly.


• Use the Vehicle for any purpose other than that for which it was supplied to you.
• Use the Vehicle to participate in any illegal activity.
• Fail to take reasonable care of the Vehicle (for example, leaving it unlocked and unattended or leaving the keys in the Vehicle.

Depending on the circumstances, Bispham Van Hire reserves the right not to replace the Vehicle.




Strictly NO SMOKING inside any part of the vehicle.


Whilst we are sympathetic to tobacco users, Bispham Van Hire Limited operates
its own system of fines for hirers who disrespect our rules and flout the law.


The carriage of pets or livestock of any kind, is strictly forbidden in any part of any vehicle.

Whilst we are sympathetic to animal lovers – particularly the millions of dog owners in the UK, our insurers have an underwritten risk issue that concerns the
millions of asthma and allergy sufferers in the UK. Fines are in operation for breaches of this ruling in order to control this risk.


Mobile phone use must be hands free at all times. Where it can be proved that damage has been caused by illegal operation of a mobile
phone, any waiverable or non waiverable excess will be disallowed and the full cost of re-installment will be applied to your invoice or invoiced to you after
the damage has been rectified.
